It is extremely important that employers develop an internal code of conduct and, not only operate within the code, but strictly enforce the code and reprimand any violators. Ethical standards may not always be clear-cut.
It is entirely up to each individual company and employee within the company to determine what is the appropriate ethical behavior. The EEO law also protects men and women who perform substantially equal work from sex-based wage discrimination, amongst a variety of other protections for other groups of workers. I do think these laws are necessary because of the prejudices that are apparent in our world today.
However, I also think it is detrimental for some companies. I believe there are times when a minority is chosen for a promotion over the majority, even though the majority is more qualified. An organization feels obligated to help the minorities so they do not break the law, however, I believe the majority is often overlooked and left behind.
I have heard instances where staff members are telling their managers how to do their job, instead of the manager helping the staff members. This is because HR promoted the less qualified minority, instead of the truly qualified person, just to conform to the EEO laws or to meet a quota. After thinking about the other issues a HR Department must face, I truly believe this is the biggest issue that HR professionals must deal with and it has a direct impact on other employees of an organization.
However, some turnover is advantageous because it could bring better people into those positions, although it is not usually viewed this way.
In the job market today, many people, especially younger workers, seem to view their current position as a job, and not a career. Making changes to salaries, benefits, retirement plans or time off may not be adequate steps towards lowering employee turnover. In my opinion, finding motivated, ethical individuals is the most challenging HR issue. Through out my years in management, I have always found it hard to hire people that take on a position with ownership. It is easy to hire a competent individual who is simply doing their job to collect a check at the end of each week.
It is an entirely different challenge to find people to take on every position in their life as though it was a career. I have managed everything from pizza shops to corporations and have yet to find a foolproof way of determining whether someone will have a strong work ethic simply by interviewing them.
I think that extensive interview processes and probationary hire periods are beneficial. I also believe that training is key. However, I think that drive and motivation tend to be inherent.
